Serious
destruction was caused by the lack of overall plan to develop commercial
areas in relationship to the residential areas. The piecemeal
process of adding commercial properties has fragmented the traditional
residential areas. The Workshop has set up clear commercial zones to allow
for the interaction
of residential and commercial. Traditional shopping districts could be
revitalized. The area near St. John's and Olivier Street could act as one
of these districts,
while the other could be Jefferson Boulevard to Louisiana Avenue on Simcoe
Street itself. Each one of these traditional shopping areas should have
urban codes allowing the buildings to address the street. The code should
also
allow buildings to infill vacant properties, arrange for on-street parking,
and provide for shared parking lots that would be tucked behind buildings.
Arcades and landscaping would tie into the existing streetscape design
proposed for all of Simcoe Street. Other commercial areas could be sparingly
situated
along the major arterials and on Evangeline Thwy. The Congress Street area
could take advantage of a commercial zone that would relate to the development
of downtown. Development in other districts should be restricted to residential,
recreational, or institutional. |
